Charles Payne is the Chief Education Officer of Chicago Public Schools.  Previously, he served as the Director of African and African-American Studies and the Sally Dalton Robinson Professor of History, African-American Studies, and Sociology at Duke University. He specializes in urban education and educational policy, the Civil Rights Movement, social change, and social inequality. His publications include So Much Reform, So Little Change: The Persistence of Failure in Urban Schools; Teach Freedom: The African American Tradition of Education for Liberation (co-edited with Carol Strickland), and Time Longer Than Rope: A Century of African American Activism (co-edited with Adam Green).
