Unlike his predecessors, President Benjamin Harrison actively pursued foreign policy objectives. His successes include convening the first modern Pan-American Conference in October 1889 and negotiating the establishment of a protectorate over the Samoan Islands with Germany and Britain. Harrison's foreign policy success served as a model for future President Theodore Roosevelt to admire and emulate.
